Abstract

Regional food security is a strategic issue in sustainable development, particularly amid land-use conversion pressures and unequal access between regions. Understanding the spatial dimension is essential to assess how spatial planning and infrastructure influence the availability and distribution of food. This study aims to analyze the spatial dimension of regional food security development through a case study of Siak Regency. A descriptive–spatial approach was employed to examine the relationships among regional characteristics, spatial planning, and local food systems. Secondary data were obtained from the Regional Development Planning Agency (Bappeda) of Siak, the Food Security Office, and Statistics Indonesia (BPS, 2024), covering agricultural, livestock, and fisheries production, the extent of sustainable food agricultural land (LP2B), and food distribution infrastructure. The analysis was conducted in three stages: spatial descriptive analysis across districts, assessment of spatial planning and food security alignment using the spatial fit concept, and formulation of integrative strategies based on the OECD territorial development framework. The findings reveal spatial variations in food security influenced by differences in production capacity, infrastructure quality, and spatial conformity. The study highlights the importance of integrating spatial planning, land protection, and local food system strengthening to achieve inclusive, adaptive, and sustainable regional food security.
